Scene doesn't start when temperture is below 0

I have a simple scene that uses an Oregon temp/humidity sensor that controls a heat fan. The scene starts the heat fan whenever the temperature is below 1 degree, ant turn the heat fan off whenever the temperature is over 3 degrees. No problem here.

However, if I change the scene so that the heat fan should turn on whenever the temperature is below 0, the scene never starts even though the temperature is far below 0.

I can’t understand why.
