Any reason for seriously delayed app updates/alerts?

My wife called me saying that the alarm was going off and she logged into her app and didn’t see any alerts and couldn’t disarm the system. She said it turned off after a couple of minutes. I logged into the app and sure enough it didn’t show that an alert had gone off. 13 minutes later I get a text, email, and in-app alert. What causes this? 13 min delayed alerts are unacceptable for a security system.
