PIN Management Center - can't get it to work

I see that there’s a plugin called “PIN Management Center”. MiOS Apps

I downloaded it, but don’t see any way to actually use it. I don’t see any changes. Couldn’t find anything within the forums either.

Am I missing something, or is this just a dead plugin?
