@Catman is correct.
Avoiding reboot is actually best as the reload does a lot of unwanted things and risk breaking your setup everytime you do it. But there are specific cases and uses like this one where the effect of the change is only seen after a reload because a parameter is only read during the loading process. It takes some tinkering to figure out which is which and vera confuses everything by abusing the reloads often when it is not needed anyway so it is hard to figure out.
I really wouldn’t unless you’re not getting the expected result after the normal things (hard refresh etc etc)
